BISP Beneficiary Families in Pakistan Cross 10 Million

The number of families benefiting from the Benazir Income Support Program (BISP) has now crossed 10 million, marking a major success story against poverty in Pakistan. In just one year, 700,000 new families have been enrolled, and every eligible woman is given a stipend of Rs. 13,500 every three months. Senator Rubina Khalid revealed that when she took office, the number of registered families was around 9.3 million. Within just one year, 7 lakh more families were added, bringing the total to over 10 million. Each eligible family now receives Rs. 13,500 every quarter through the Kafalat program. However, she emphasized that this support is not meant to replace a complete income, but to reduce some of the financial burden and help families in need.

Dynamic Survey System: Adding New Families More Efficiently

Instead of relying on door-to-door surveys, BISP has now adopted a dynamic registration system. This allows eligible families to update their information and apply at BISP centers. A survey is conducted every three years, and new families who qualify for the assistance are added. This modern system makes it easier to reach more families, especially those who may have been missed in earlier rounds.

Empowering Women Through Financial Support

One of BISP’s major goals is to empower women. According to Rubina Khalid, many women have benefitted from the program by stepping out of their homes and even obtaining Computerized National Identity Cards (CNICs) for the first time. She noted that there was a time when getting a CNIC for a woman was considered inappropriate in some parts of society, but BISP has helped change that mindset.

A notable example shared by the chairperson was of a girl supported by BISP who secured the first position in the Karak education board. Fighting the Device Mafia and Handling Complaints

Chairperson Rubina Khalid acknowledged that the device mafia people who misuse devices and systems to exploit poor beneficiaries is present in some areas. However, she assured that whenever such complaints are received, strict action is taken immediately. She also admitted that staff shortage is a major issue as there have been no new recruitments since 2012, and more than half of the current workforce is on deputation.

Setbacks Caused by Previous Government Policies

The BISP Chairperson criticized previous governments for harmful policies that caused genuine beneficiaries to be unfairly removed from the program. For example:

  • People who had gone for Hajj once
  • Those who obtained urgent CNICs

These people were wrongly marked as ineligible. Furthermore, false propaganda from former officials led to the UK withholding 20 million in aid, causing a significant funding loss. Audit objections also resulted in the recovery of funds from lower-grade government employees, even though many of them were actually deserving.

Digital Wallets for Dignified Payment

In a major step toward modernization, BISP is launching a Digital Wallet Program based on instructions from President Asif Ali Zardari. Through this system, women will be able to receive funds directly into their bank accounts without standing in long queues or facing humiliation. This initiative aims to provide financial help with dignity and convenience.

Re-Registration Open for Eligible Families
